An interesting fact about Rickerby Park

While returning to my car after my morning walk around the park a couple of weeks ago  I met a couple standing by their car and began a conversation with them. Evelyn it turns out after finding out I was one of the Friends of Rickerby Park informed me that she had an interesting fact about the park.

This photograph of Dr Samuel Rigg and a newspaper cutting were in an old family photograph album. It turns out that Dr Rigg was an old friend of her fathers family.

As there is no date to the newspaper cutting I was wondering if anybody could add anything extra to this story and tell us the date, page number and the newspaper it was cut from.

The text with the picture reads: In Rickerby Park, cycling on the footpaths was forbidden – except to a Dr S E Rigg, who was medical officer of health for orphans from the 1914-18 war. He lived in Portland Square and made his rounds by bicycle so he – and only he – was given permission to pedal through the park.
